HOW THIS ACHIEVEMENT

(Promotion of UDC as Assistant on completion of just 13 years in the total career)

Dear Sisters and Brothers,

                   As we all aware that our Association’s relentless pursuit and various meetings held with the Hon'ble Chief Minister on the demand of promotion of UDC to the post of Assistant, the DPAR has now issued Circular calling particulars of UDCs for filling up/promotion to the post of Assistant.  As result of this, UDCs who have just completed 13 years of combined service in the grade of LDC & UDC are going to be promoted as Assistant very shortly.  How we reaped this achievement? Members of our Association have repeatedly insisting upon to apprise the history and the efforts of our Association behind this achievement. To fulfill their desire, I would like to share the following few lines on the backdrop of this achievement.

2.      Whenever, Recruitment Rules are framed/amended, the qualifying service for promotion to the next higher post are determined based on the number of years of service in the feeder post as fixed by the DoPT, consequent upon the implementation of every Pay Commission.  Accordingly, the DoPT has determined the qualifying service as 10 years for promotion from the Grade Pay of Rs.2400 to  Grade Pay of Rs.4200. Consequently, the DPAR has also fixed the qualifying service as 10 years for promotion to the post of Assistant from the grade of UDC while amending the Recruitment Rules for the post of Assistant. Our Association has represented and insisted the DPAR that as per the DoPT guidelines, 8 years of service has to be fixed for UDCs for promotion to the post of Assistant instead of 10 years and insisted that a foot note has to be incorporated in the Recruitment Rules for the post of Assistant. DPAR has ignored our above said demand and not incorporated the foot note in the Draft RR sent to UPSC for approval.  Our Association has taken up the matter with UPSC and pursued continuously  with the UPSC to incorporate the foot note for reduction of qualifying service as 8 years.  Finally, the UPSC has accepted our demand and incorporated the foot note as 8 years.  Due to this breakthrough on reduction of qualifying service, a large number of UDCs were already promoted, and now UDCs in 2001 batch are going to be promoted shortly. 

3.      Above all, because of firm stand and continuous fight to fill up all the Assistant posts by promotion, UDCs are getting promotion at regular intervals.  In this connection,  I would like to recall the meeting held with the Hon'ble Chief Minister with the undersigned alongwith  the office bearers and members of our association and Under Secretary (DPAR) on 3.2.2015.  In the meeting, our association has placed all the vital inputs for filling up the Assistant posts by promotion from the grade of UDCs and reduction of qualifying service as 13 years.  This has been fully agreed to by the Hon'ble Chief Minister and issued instructions to process the proposals accordingly. This decision has also been published in various leading news paper as Press release by our association.  As a result of this meeting, UDCs are getting Assistant promotions regularly.

4.                It is pertinent to mention that DPAR is against the reduction of qualifying service as 8 years, that is why they have not incorporated the 8 years in the draft RR of Assistant sent to UPSC as well as not complied with the decision taken by the Hon'ble Chief Minister on the reduction of qualifying service to 13 years.  There was a stage in the past that many ministerial employees have retired in the grade of UDC and some of them have got promotion to the post of Assistant after rendering 30 to 32 years of service.  Now the association’s effort has changed the whole scenario and gave a big career boom to our ministerial employees.
